Robert David Steele, perhaps the most published intelligence reformer in the English language, is a former spy with three overseas clandestine human intelligence tours (one chasing terrorists), three Washington tours in counterintelligence, satellite operations, and advanced information technology, who went on to create the Marine Corps Intelligence Activity and then the global Open Source Intelligence (OSINT) movement. Today he champions a "Manhattan Project" for Human Intelligence (HUMINT), an Open Source Agency including a White House node responding directly to Presidential needs (as well as NATO and Special Operations nodes), and a Smart Nation Act that revitalizes public education while eliminating all waste and corruption in both national intelligence and national research. Alvin Toffler wrote a chapter around him, "The Future of the Spy," in 1993. For 30 years he has been marginalized and ignored. Could it be that now is the time, under President Donald Trump, for his ideas to help Make America Great Again?
