Today, here, on the historic Cathedral Square of the Moscow Kremlin, the military personnel of the Russian Armed Forces, employees of the Russian Guard, the FSB, the Ministry of Internal Affairs, the FSO are soldiers and officers, real defenders of the Fatherland, who, in a difficult hour for the country, along with their comrades, stood in the way of unrest, the result of which will inevitably there would be chaos.
You have defended the constitutional order, the life, security and freedom of our citizens, saved our Motherland from upheavals, and actually stopped the civil war.
In a difficult situation, you acted clearly and harmoniously, by deed you proved your loyalty to the people of Russia and the military oath, and showed responsibility for the fate of the Motherland and its future.
Parts of the Ministry of Defense, the National Guard, employees of the Ministry of Internal Affairs and special services ensured the reliable operation of the most important control centers, strategic, including defense, facilities, the security of border regions, the strength of the rear of our Armed Forces, all military formations that continued to heroically fight at the front at that time . We did not have to remove combat units from the NVO zone.
In the confrontation with the rebels, our comrades-in-arms, the pilots, died. They did not flinch and honorably fulfilled the order and their military duty. I ask you to honor their memory with a moment of silence.

Your determination and courage, as well as the consolidation of the entire Russian society, played a huge, decisive role in stabilizing the situation. The people who were drawn into the rebellion saw that the army and the people were not with them.
The quick and precise deployment of law enforcement agencies made it possible to stop the extremely dangerous development of the situation in the country, to prevent casualties among the civilian population.
I thank you, all the personnel of the Armed Forces, law enforcement agencies and special services for their service, for their courage and valor, for their loyalty to the people of Russia.
