Israeli President Reuven Rivlin is pushing for passage of an annexation bill that would claim sovereignty over all of the areas in the West Bank controlled by Israel, a move he said would give full citizenship to all Palestinians.

At the Jerusalem Conference, organized by the right-wing B’Sheva group, he said:

“Everyone must know that when we extend sovereignty on our country, all of its residents will become citizens of the state …

“As Reuven Rivlin, I was born into the belief that the land of Israel is entirely ours. I am in favor of extending sovereignty, on the condition of equal rights for all of the residents of the area.”

Rivlin made similar comments at the conference last year. A move is currently under way in the Knesset to apply Israeli sovereignty over all Jewish settled areas of the West Bank. The so-called Sovereignty Bill was originally scheduled for debate this week, but was pulled over security and diplomatic issues.

This is one issue where the head of state and Prime Minister Benjamin Netanyahu are at odds. The latter has blocked similar efforts in the past, saying it could damage the peace process, but conservative members of the parliament say now is the best time to push the issue following President Donald Trump’s recognition of Jerusalem as Israel’s capital.

Rivlin and Netanyahu are known to have a very tense relationship, which the president recently admitted in an interview.
