Lawmakers in Virginia banned firearms at the state Capitol, adding new regulations ahead of a pro-gun rally expected in Richmond on Jan. 20.

The new restrictions, passed Friday by a legislative committee that sets rules for the Capitol building, banned firearms within any building on Capitol Square and any building where lawmakers or their support staff have offices. The move comes two days after the legislature reconvened under Democratic control for the first time since the early 1990s, and as Virginia Democrats aim to pass a sweeping slate of gun-control measures with their newfound political clout.

“Our goal was to ensure that there were not weapons throughout these buildings,” Democratic House Speaker Eileen Filler-Corn said Friday, adding that such restrictions are common in other state houses.

“These are policies and rules that should have passed a long, long time ago,” she said. The new restrictions passed along party lines Friday on an 11-5 vote.

Republicans took issue with the process. “Democrats hold majorities in both chambers and can pass whatever policy they wish,” said Todd Gilbert, the GOP House minority leader. “However, today’s action will ensure this policy takes effect without a vote from the vast majority of legislators.”

Democrats’ plans to ramp up gun-control policies in Virginia have sparked wide protest before any laws have passed. Counties around the state have passed Second Amendment sanctuary measures with the intent of not enforcing gun laws that violate the U.S. or Virginia constitutions.

Meantime, gun-rights groups including the Virginia Citizens Defense League are planning a rally at the Capitol on Jan. 20. The group is calling for Second Amendment advocacy groups from across the country to show up.

“The extraordinarily large anticipated gathering on Monday the 20th makes this rule especially important,” Sen. Adam Ebbin, a Democrat who co-chairs the legislature’s Gun Violence Prevention Caucus, said Friday. “There is a sense of urgency to taking measures that will enhance security for those who work in and visit Capitol Square.”

For Democrats, gun control became a priority after a deadly mass shooting in Virginia Beach in May. In July, when the GOP had legislative majorities, Republicans blocked eight gun-control bills. Democrats believe they now have a mandate to pass all those bills.
