Paul Aceves was a militant, Chicano ethnic and racial nationalist and self-admitted communist. He was a prominent member of Union del Barrio which is a communist Chicano organization, though the group is not totally open about being communist. He actually died in September, 2018.
In the following scenes at a protest against a detention center for illegal aliens in San Diego, he explains the meaning of “Peublo sin Fronteras” the name of the nonprofit, which has been organizing the caravans from Central American to the US border.
Pueblo can mean town, nation or people. In this context the meaning is “nation”, or more exactly, “people”. So, the phrase means, “People without borders”.
Radical racial nationalists consider the mixed-race Hispanics to be a new race, La Raza, and one people. They use this concept as propaganda to claim ownership of all of both American continents, north and south and that they have the right to go anywhere in the Americas.
This is why the caravan can march waving their flags like conquering heroes. Many of them believe they are just taking possession of what is already theirs and that they have the right to cross borders illegally, even by fraud and by force.
