San Diego City Council discusses creation of a museum for for the promotion of militant anti-American Chicano ultra nationalism and communism. According to my understanding, the "museum" still has no funding. Funding the project will be re-considered around February, 2019. David Alvarez had a amendment passed to create a Capital Improvement Project (CIP). A project with no funding does not mean much. Maybe it serves as a fig leaf for David Alvarez, who leaves office at the end of this year and has been unable to obtain funding for the extremist museum that he supports.

According to the exchange between Alvarez and the budget staff, it appears that $100k was appropriated for renovating the building for the museum last year, but it was determined by staff that the funding source was not appropriate for a museum. As a result, Mayor Faulconer vetoed it. according to what is stated in this video.
